19 Disyembre 2022. Pinangasiwaan ni VP-Secretary Sara Z. Duterte, Kalihim ng Kagawaran ng Edukasyon at Chairperson ng Literacy Coordinating Council (LCC) ang ika-152 pagpupulong ng LCC nitong ika-14 ng Disyembre na siyang isinagawa sa Zoom.

Pangunahing tinalakay sa pagpupulong ang napakahalagang papel na dapat gampanan ng mga lokal na pamahalaan sa pagpuksa sa illiteracy sa kani-kanilang komunidad. Hinimok ni VP Sara at ng mga ahensyang kasapi sa LCC ang mga punong lungsod at munisipalidad na agarang magtatag ng mga local literacy councils na siyang magsisilbing mekanismo sa pagtiyak na maisasagawa ang community literacy mapping, pagtukoy ng mga hindi nakapag-aral o kulang sa kasanayan at kaalaman sa literasiya, at pagbibigay ng karampatang programang pang-edukasyon, bukod sa marami pang iba.

Kasama sa mga dumalo sa pagpupulong sina Senator Sherwin T. Gatchalian ng Committee on Basic Education ng Senado, Congressman Roman T. Romulo ng Committee on Basic Education and Culture ng House of Representatives, President Bert J. Tuga ng Philippine Normal University, Director-General Ramon Cualoping III at Deputy Director-General Karl Louie B. Fajardo ng Philippine Information Agency, Dir. Girlie Grace J. Casimiro-Igtiben ng National Economic and Development Authority, at Prof. Flora C. Arellano ng Education Network Philippines na siyang kinatawan ng mga non-government organizations. Maliban sa mga nabanggit, naanyayahan din na dumalo ang ilan sa mga opisyales, direktor, at puno ng ilang opisina sa Kagawaran ng Edukasyon sa ilalim ng Curriculum and Instruction strand na pinangunahan ni Undersecretary Gina O. Gonong, Assistant Secretary G. H. S. Ambat, at Assistant Secretary Alma Ruby C. Torio.

Ibinihagi rin ni Cong. Romulo na tutukan ang paghahanap ng kaugnayan ng mga pananaliksik na ginagawa ng konseho sa resulta ng mga naisagawang local at international assessment sa literasiya na siyang nagpapakita ng kasalukuyang sitwasyon ng literasiya sa bansa. Dagdag pa ni Sen. Gatchalian, maliban sa pagpapapasa ng mga batas tungkol sa literasiya, mas mainam na tutukan ng konseho ang paglikha ng konkretong paraan upang masugpo ang mabigat na suliranin ng literasiya sa pamamagitan ng pag-mobilize ng mga lokal na pamahalaan na hanapin, turuan, at tulungan ang mga kababayan nating hirap makabasa.

Ilan pa sa tinalakay sa pagpupulong ang may kaugnayan sa pananaliksik, pagbuo ng mga polisiya, adbokasiya, at iba pang mahahalagang paksa tungkol sa pagpapalaganap ng literasiya sa bansa. Ang susunod na pagpupulong ng konseho ay magaganap sa unang quarter ng 2023.

LCCS Joins in an Online Session in the Effective Delivery of Videoconferencing and Teleconferencing

The second part of the two-day online session with a topic on the effective delivery of videoconferencing and teleconferencing was held earlier today at 9:30-11:00 AM via Microsoft Teams.

Mr. Mark Anthony C. Sy, Head of Information and Communications Technology Service – Educational Technology Unit (ICTS-ETU), presided over the webinar aimed at sharing techniques in conducting videoconferencing and teleconferencing; creating an artificial intelligence in monitoring online forms and distribution of digital certificates; and determining proper etiquette in conducting online conference. He also moderated an open forum and hands-on workshops on: creating online documents (Google Forms and Sheets) and automated certificate generator through artificial intelligence using add-ons (formLimiter and Autocrat), which could be installed from Google Suite Marketplace; and using Microsoft OneNote for minutes recording, information gathering, and multi-user sharing.

The LCC Secretariat (LCCS) expresses its gratitude to DepEd ICTS-ETU for sharing constructive parameters on utilizing available resources during this “new normal in Philippine Education” in executing webinar broadcasts, videoconferences, and teleconferences to fulfill the organization’s mandate in universalizing literacy.

PNU conducts the Focus Group Discussion for the Development of the National Literacy Framework (NCR Cluster)

 

The LCC in partnership with one of its Council Members, Philippine Normal University, has an on going Research Study on the Development of the National Literacy Framework. The said study aims to develop a national overarching framework of literacy skills and competencies that will make every Filipino ready and equipped for 21st century living. The framework also aspires to be a basis for policies and reforms in the country’s education system and literacy governance.

On October 16, 2019, Dr. Heidi B. Macahilig, Research Director, along with the LCC Secretariat personnel conducted its first Focus Group Discussion focusing on the NCR Cluster held at Robbinsdale Hotel in Quezon City. The said event was participated in by representatives from various Local Government Units, DepEd Offices, Private Sector, other Government Agencies, and Non-Government Organizations who shared remarkable insights on literacy in the country.

The subsequent FGDs for Clusters Luzon, Visayas and Mindanao are anticipated to take place in Regions II, VII and XI some time in November and December.

Planning Meeting with the Technical Working Group re: 2019 NLC

Last February 27, 2019, the Council Representatives, together with the Technical Working Group discussed plans for the upcoming 2019 National Literacy Conference which will be held in September. The Conference theme, objectives, and indicative program of activities were tackled.

The said conference aims to strengthen, intensify and expand pertinent research initiatives in the country resulting to data-informed, inclusive, and relevant policies on literacy.

 

Professional Development Workshop for the LCC Secretariat

As part of the LCC’s commitment to delivery of excellent service to every client, its Secretariat conducted a “Professional Development Workshop” held on January 8-11, 2019 at DepEd ECOTECH Center, Lahug, Cebu City. Various topics on professionalism, personality development, effective communication skills, and reflection enabled them to apply their learnings and experiences, especially on partnership with colleagues, interested parties, sponsors, among others.
