Provincial Mechanism: The Provincial Literacy Coordinating Council

There shall be an established Provincial Literacy Coordinating Council (PLCC) in every province of the country. The PLCC shall be chaired by the Provincial Governor and may, in turn, determine the PLCC’s appropriate composition. A Secretariat may be organized to handle documentation and other program support functions.
