LCC conducted its 2019 Midyear Performance Review

 

The Literacy Coordinating Council (LCC) conducted its 2019 Midyear Performance Review on July 16-18, 2019 at DepED ECOTECH Center, Lahug, Cebu City. The three-day review served as a venue for its performance assessment for the first two (2) quarters of 2019, as well as planning for the remaining semester. The topics covered in the workshop include presentation and discussion on the proposed Revised LCC Law; report on the Consultative Workshop on the Development of the LCC Database Management System; Monitoring and Evaluation (M&E) of the LCC Support Funds; ALS version 2.0; revalidation of the LCC Roadmap; and review of the Key Performance Indicators (KPI) of council member agencies, among others.

LCC Chairperson Diosdado M. San Antonio, DepEd Undersecretary for Curriculum and Instruction, shared an invaluable inspirational message and expressed his heartfelt gratitude to the LCC members and the Secretariat for their collaborative support on creating a country populated and inhabited with Filipinos who are functionally literate, “We all share a belief that we must move forward to allow every Filipino become authentically literate, especially in this time of Fourth Industrial Revolution when people who are not very literate will be the ones to suffer most. Meanwhile, during this Knowledge Age, those who will prevail, thrive and survive are those who are ready to learn for life.” To satisfy this vision, he assured that LCC will always have the support of his office to find ways on creating synergy and continue searching for more effective and challenging initiatives that will enhance literacy.

LCC Board of Judges and the Secretariat head to Bukidnon for SULADS’ on-site validation

 

On July 3, 2019, the Literacy Coordinating Council (LCC) Board of Judges headed to Mountain View College in Bukidnon to facilitate the conduct of the on-site validation of SULADS’ literacy programs. SULADS, a three-time first place winner for the Outstanding Literacy Program, is a contender for the 2019 Hall of Fame Award of LCC. The validators were Ms. Aurea Jean A. Abad (TWG member), Ms. Susan M. Carandang (NEDA), and Mr. Addie T. Unsi (E-Net). Ms. Czarina D. LCCS joins the DepEd’s 121st Founding Anniversary

 

On June 21, 2019, the LCCS joins the 121st Founding Anniversary of the Department of Education held at the DepEd Complex in Pasig City. DepEd key officials and employees marched together around the complex which made the parade even more vibrant and unified. Afterwards, a short opening program was held at the Bulwagan ng Karunungan followed by playing of traditional Filipino games, and eating traditional Filipino foods.

All schools, schools division offices, and regional offices also aligned their activities in the theme “DepEd para sa Pilipino” and celebrated it nationwide last Friday in conjunction with the DepEd Memorandum No. 77, s.2019. Moreover, this year, the DepEd partnered with the National Commission for Culture and the Arts and the Cultural Center of the Philippines (CCP) on which tickets for the opera show “Noli Me Tangere” were distributed among selected representatives. The said activity aimed to create awareness and strengthen the country’s cultural identity.

LCCS Staff joins the Public Seminar on Education and Human Capital Development in the Philippines

Delegates from various Government Agencies, Civil Society Organizations, Academe, and Private Sector, actively participated yesterday, June 19, 2019, in the just concluded public seminar on “Education and Human Capital Development in the Philippines” hosted by the Philippine Institute for Development Studies (PIDS) held in Quezon City. Rich and valuable insights concerning the Philippine Education was shared among the group. The highlighted discussions in the said seminar were: (1) the impact of K to 12 Program on Grade 12 graduating students’ likelihood of employment and the perception of the market place towards it; (2) the status of out-of-school children (OOSC) in the country; and (3) the so-called “demographic dividend,” tackling the correlation between the public policy and population ageing, and the household welfare and fiscal balance in the Philippines. This was then followed by an open forum which allowed the participants to drill more on the said topics.

PIDS regularly organizes relevant fora to provide various researchers an avenue for sharing, discussion and dissemination of their research findings on the country’s vital issues and concerns. Most importantly, to create an awareness, strengthen the partnership, and mobilize various agencies and institutions, especially the policymakers, in realizing the said goals.

 

 

Newly designated LCC Chairperson presiding the 138th LCC Meeting

On June 14, 2019, Diosdado M. San Antonio, Director IV, Officer-in-Charge, Undersecretary for Curriculum and Instruction of the Department of Education, and LCC Chairperson officially met the Council Representatives and presided over the 138th Council Meeting held at the Philippine Information Agency in Quezon City. Vital discussions on the preparation for 2019 National Literacy Conference, Development of LCC Coffee Table Book, procedural guidelines relative to the future conducts of Functional Literacy, Education and Mass Media Survey (FLEMMS) as raised by the Council Representatives, and updates on LCC undertakings were the highlights of the said meeting.
The said event was successfully concluded as the new LCC Chairperson, Council Representatives and the LCC Secretariat posed together during the Photo Opportunity.
   
    

2019 National Literacy Conference

Mark your calendars as the 2019 National Literacy Week will be happening on September 3-6, 2019!

In conjunction with the celebration of the Literacy Week, the Literacy Coordinating Council will hold one of the country’s most anticipated events on literacy. The said annual 3-day event features activities such as plenary sessions, workshops and exhibits, among others addressing and highlighting the country’s most important discussions on literacy.

LCCS Chief joins the ALS-EST Handbook Launching

On June 4, 2019, the Department of Education launched the Alternative Learning System-Education and Skills Training (ALS-EST) Handbook for Implementers. Some of the essential topics featured in the book are identification of prevalent challenges on locating and reaching the Out-of-School Children, Youth and Adults (OSCYAs) and the underlying reasons; elaboration of the ALS-EST Program; in-depth walk through of the ALS K to 12 Curriculum, especially the integration of Education and Skills Training Competencies; description of different types and access to Learning Resources; and sharing of Key Elements of ALS-EST Learning Delivery including delivery modes and teaching strategies and empowerment of learner support mechanisms. The said manual is yet another legacy of DepEd and its partners’ unwavering commitment to intensify and expand the regular ALS Program, one of the priority areas of DepEd Secretary Leonor Magtolis Briones as included in her 10 Point Agenda.
 
The said launching, spearheaded by Undersecretary and Chief of Staff Nepomuceno A. Malaluan, Chairperson of ALS-EST Program Management Team, was participated in by Assistant Secretary for Public Affairs Service (PAS) and ALS Program and Task Force G.H. S. Ambat and other DepEd officials, external education stakeholders, development partners and media personnel. The ALS-EST handbook was produced in partnership with SEAMEO Innotech, and Australian Aid, through its Basic Education Sector Transformation (BEST) program.
 
As concluded by Usec. Malaluan during the event, “beyond the knowledge and skills, the whole ALS-EST Program aims to articulate attitudes and values that implementers and learners, working together as a community, will nurture as part of identity building… Non-formal education (NFE) is not second-class education.” ALS-EST is an enhancement of the mainstream ALS Program by systematically integrating the skills training component into the curriculum which tantamount to parallel delivery of the basic education and skills training.
 
A total of 98 volunteer DepEd schools, and 7 non-DepEd implementing partners also joined the said milestone held at SEAMEO, Innotech in Quezon City.
