Mark your calendars as the 2019 National Literacy Week will be happening on September 3-6, 2019!

In conjunction with the celebration of the Literacy Week, the Literacy Coordinating Council will hold one of the country’s most anticipated events on literacy. The said annual 3-day event features activities such as plenary sessions, workshops and exhibits, among others addressing and highlighting the country’s most important discussions on literacy.

LCCS Chief joins the ALS-EST Handbook Launching

On June 4, 2019, the Department of Education launched the Alternative Learning System-Education and Skills Training (ALS-EST) Handbook for Implementers. Some of the essential topics featured in the book are identification of prevalent challenges on locating and reaching the Out-of-School Children, Youth and Adults (OSCYAs) and the underlying reasons; elaboration of the ALS-EST Program; in-depth walk through of the ALS K to 12 Curriculum, especially the integration of Education and Skills Training Competencies; description of different types and access to Learning Resources; and sharing of Key Elements of ALS-EST Learning Delivery including delivery modes and teaching strategies and empowerment of learner support mechanisms. The said manual is yet another legacy of DepEd and its partners’ unwavering commitment to intensify and expand the regular ALS Program, one of the priority areas of DepEd Secretary Leonor Magtolis Briones as included in her 10 Point Agenda.
 
The said launching, spearheaded by Undersecretary and Chief of Staff Nepomuceno A. Malaluan, Chairperson of ALS-EST Program Management Team, was participated in by Assistant Secretary for Public Affairs Service (PAS) and ALS Program and Task Force G.H. S. Ambat and other DepEd officials, external education stakeholders, development partners and media personnel. The ALS-EST handbook was produced in partnership with SEAMEO Innotech, and Australian Aid, through its Basic Education Sector Transformation (BEST) program.
 
As concluded by Usec. Malaluan during the event, “beyond the knowledge and skills, the whole ALS-EST Program aims to articulate attitudes and values that implementers and learners, working together as a community, will nurture as part of identity building… Non-formal education (NFE) is not second-class education.” ALS-EST is an enhancement of the mainstream ALS Program by systematically integrating the skills training component into the curriculum which tantamount to parallel delivery of the basic education and skills training.
 
A total of 98 volunteer DepEd schools, and 7 non-DepEd implementing partners also joined the said milestone held at SEAMEO, Innotech in Quezon City.

LCCS joins in Training-Workshop on the Use and Curation of Open Educational Resources (OER)

ATM: In connection with the Department of Education’s vision of Digital Rise in the Philippines, spearheaded by its Information and Communications Technology Service (ICTS), the Training-Workshop on the Use and Curation of Open Educational Resources and Capacity Building Programs for OER Trainers for Cluster 3 & 4 is currently happening at Montebello Villa Hotel, Banilad, Cebu City. The said training-workshop is participated in by OER Volunteers, ICT Coordinators and Subject Field Experts in English and Science from Regions V, VI, VII, VIII, IX, X, XI, CARAGA, BARMM, XII and some delegates from the Central Office.

The capacity building involves a series of workshops which enabled the delegates to acquire technical competencies on creating their own modules and other instructional materials which are pivotal in offline learning. As the ICTS Director Abram Y.C. Abanil urged, “Open Educational Resources will bridge the gap and support digital rise.” He highlighted that ICT Utilization through exposure to digital skills and productivity tools; (2) ICT-assisted Teaching-Learning through provision of access to the system; and (3) Development of localized Open Educational Resources such as generation of National Assessment results will enable the learners identify their areas for improvement and ultimately boost their learning through the use of e-learning resources.

               

Brigada Eskwela 2019

Being the national awardee as the 2018 Best Implementing School of Brigada Eskwela, Alfonso Central School in Alfonso, Cavite hosted the official launching of the Department of Education’s (DepEd) Brigada Eskwela 2019 with the theme Matatag na Bayan para sa Maunlad na Paaralan, which was held on May 16, 2019.

The said kick-off and caravan for the National Schools Maintenance Week was participated in by DepEd key officials from the Central, Regional, and Division offices, and stakeholders both from the national government agencies and private sectors to exhibit their support and engagement in the said purpose.

Undersecretary for Legislative Affairs, External Partnerships, and Project Management Service Tonisito M.C. Umali, Esq. elaborated Brigada Eskwela being not just a week-long activity but a lifetime advocacy in ensuring the sustenance of program implementation. He underscored that more than just cleaning, Brigada Eskwela is also about showcasing various talents, and bringing back out-of-school students to classrooms. He emphasized during his speech that there has always been an upward trend in the participation of different stakeholders in every Brigada Eskwela being conducted, which illustrates and enhances the public-private partnership in fulfilling its vision and mission.

“We must try to digest and internalize it (Brigada Eskwela) to ourselves… Kick-off, kakaibang panimula. Ganitong uri ng paninimula. Dapat ang paaralan ay isang lugar na kaaya-aya para sa pagtuturo at pag-aaral ng mga bata.” As read by Undersecretary for Finance Service and Education Programs Delivery, Annalyn M. Sevilla, DepEd’s Secretary Leonor Magtolis-Briones mentioned that “Quality education is a top priority… Brigada Eskwela brings out the best in Filipino… There has never been no support because after all, education is a national responsibility.”

The Education chief highlighted the increased community involvement and strengthened partnerships as seen evidently in the previously conducted Brigada Eskwelas. From 11 million volunteers in 2017 to 22 million in 2018, the significant shoot up on volunteerism continually sets the bar higher on the spirit of bayanihan among Filipinos, especially in ensuring a clean, safe, and conducive learning environment not only during the opening of classes, but in the entire school year. “It is already an integral part in nurturing lifelong learning, values and competencies meaningfully in the nation,” the Secretary added.

Later in the afternoon, DepEd officials along with the stakeholders and volunteers, trouped in Alfonso Central Elementary School, wherein a short program was devoted to honor partners from various organizations who have always been committed and supportive of DepEd’s advocacies. Some of the donated items and services were cleaning materials, school materials, onsite medical services, among others. The recipients of the said sponsorship were three schools namely: Alfonso Central Elementary School, Pansin Elementary School, and Kaysuyo National High School.

Indeed, with the spirit of bayanihan in the community, DepEd, Local Government Units, Non-government Organizations and other stakeholders, realizing our goals is just within our reach.

“Mula ngayon, sa araw-araw, sama-samang abutin ang mga bagay na ‘di kayang abutin sa pamamagitan ng pakikipag-ugnayan sa komunidad. ‘Wag magsawang mangarap para sa ating mga anak,” Usec. Umali remarked.

 

                     

LCCS welcomed its new Chairperson

 

On May 20, 2019, the LCC Secretariat formally welcomed its new Chairperson, Dr. Diosdado M. San Antonio, former Regional Director of DepEd Region IV-A, during the welcome party held at the Office of the Undersecretary for Curriculum and Instruction. Chiefs and Directors of different bureaus in CI were also present during the said event to express their support to the new Officer-in-Charge.

The LCCS is thrilled to work with its new Chairperson in advancing universalization in the country.

LCCS bid farewell to Dr. Lorna Dig Dino

 

Former LCC Chairperson, Dr. Lorna Dig Dino, finally bid her goodbye to the LCC Secretariat during the welcome party for Dr. Diosdado M. San Antonio, the new Officer-in-Charge for Curriculum and Instruction. With her immense experience of being the Chair of the Council for more than a year, her battle cry of reaching out, and converting every learner, especially the underprivileged, into a globally competitive citizen were prevalent than any other. Evidently, this was echoed in all literacy directions and interventions exerted in the country. A legacy to live by.

To the epitome of undying passion and selfless love in serving literacy to all Filipinos, thank you, Dr. Lorna Dig Dino! We will surely miss you.

 

 

LCC conducted a Consultative Workshop on the Development of LCC Database Management System

Targeting the fulfillment of LCC’s mandate of establishment and maintenance of a national databank on literacy, its Secretariat spearheaded a three-day consultative workshop on the Development of LCC Database Management System held at the Bohol Public Schools Teachers and Employees Association, Incorporated (BPSTEA), Tagbilaran City, Bohol on May 7-10, 2019. The said workshop was represented by different bureaus and offices from the Department of Education (BCD, BEA, ICTS, BLR, PS, EPS), representatives from Local Government Units, Civil Society Organizations, and Alternative Learning System (ALS) from the Schools Division of Tagbilaran City which resulted into a multi-faceted and rich discussion among its participants. The output of the said activity were the identification of data requirements, data gathering and processes, and system content and process flow obtained through a series of workshops.

The 3-day activity was wrapped up with an appreciation and reiteration of the LCCS Chief on the forged partnership and continuous unity among them until the development and implementation of the envisioned database management system.
