ASPBAE’s Webinar on Regional Report on Voluntary National Review (VNR) Analysis from an Adult Learning and Education (ALE) Lens

On September 30, 2020, the Asia South Pacific Association for Basic and Adult Education (ASPBAE) will conduct first of its series of virtual events on Adult Learning and Education (ALE) entitled “Webinar on Regional Report on Voluntary National Review (VNR) Analysis from an ALE Lens.”

ASPBAE, a civil society network advocating for the right to inclusive and quality education for all children, youth and adults, organizes a series of virtual events on ALE within Sustainable Development Goal (SDG) 4 and as a strategy for realizing other SDGs especially during the trying times of the pandemic. Founded in 1964, its advocacies along with its 200 organizations and individual members from 30 countries in the Asia Pacific continues up to this day.

Relative to this, the LCC would like to invite every literacy stakeholder, advocate, and partner to take part in this significant convergence. Topics to be covered include the discussion of the analysis came out of ASPBAE’s study of VNR of 12 countries in the Asia Pacific; and the different country experiences on the integration of ALE and lifelong learning into the SGDs, among others. DepEd Undersecretary Diosdado M. San Antonio, the LCC Chairperson will grace this event and serve as one of the speakers.

ASPBAE will livestream the event through its Facebook Page at ASPBAE – Adult Education and Lifelong Learning in the Asia South Pacific.

LCCS Supports E-Net Philippines in the Conduct of Its Webinar on “Discussion on Public Investment in Literacy in Building Back Better”

E-Net Philippines, being the representative of Nongovernment Organization (NGO) on literacy in the Council, has always been an active member in various programs and projects of LCC since 2013. In fact, E-Net Philippines itself is a national coalition of 130 member-civil society organizations and partners engaged in policy advocacy and partnerships for education reforms. With the banner “Education for All,” the E-Net Philippines has been committed to expanding and strengthening civil society participation in reforming the Philippine education especially for the alternative learning system which zooms and caters to the literacy needs of the marginalized, excluded and vulnerable sectors (MEVS).

In connection with this, the LCC Secretariat would like to invite all literacy stakeholders, advocates, workers, partners and learners to express their unity and commitment to inclusive, equitable and liberating literacy for all by joining the E-Net Philippines’ webinar on “Discussion on Public Investment in Literacy in Building Back Better” to be held on September 29, 2020 at 1:30-4:00 P.M. Discussions will revolve on the initiatives of the government agencies in literacy programs to the most marginalized and disadvantaged sectors; policy engagement among government agencies and CSOs focused on financing literacy programs; and intensification of collaborative partnerships of different stakeholders in realizing a literacy world for all.

LCC Conducts a Series of Workshops on Data Harvesting and Population of the National Literacy Information System

The Literacy Coordinating Council (LCC) has commenced the conduct of a series of workshops on the National Literacy Information System (NLIS) Data Harvesting and Population via Google Meet. The first of the series which was held on September 8-11, 2020 focused on the National Literacy Awards (NLA) Database Module. This module features relevant data on all NLA Winners from the three categories namely: Outstanding Local Government Units, Outstanding Literacy Programs, and Outstanding Literacy Workers. Said module also includes other pertinent information on all the winners beginning from the time the NLA was first launched in 1994. The said virtual workshop specifically aimed to gather, validate, and integrate the NLA database under the NLIS system, with the current LCC website structure.

Establishment and maintenance of a literacy national databank is identified as one of the crucial deliverables of the LCC in the universalization of literacy in the Philippines, as stipulated in Republic Act No. 10122, as well as the Council’s goals and strategic directions. Development of a literacy database and management system, known as the NLIS, is also one of the target milestones of LCC in its Roadmap to 2022.

This virtual activity was participated in by Mr. Nemesio O. Malatamban III of the House of Representatives (HRep); Ms. May R. Cinco of the Education Network (E-Net) Philippines; Ms. Aurea Jean A. Abad, TWG Member; Ms. Ma. Cristina M. Gonzales, NLA Board of Judges Member; Mr. Elijah Lyle R. Minguez, Freelance Software Engineer; and the LCC Secretariat head and staff.

The next workshops that will deal with the rest of the NLIS database modules will be held from September to December 2020.

2020 International Literacy Day: LCCS collaborates with DepEd-International Cooperation Office (ICO)

The LCCS would like to invite all literacy stakeholders, partners and advocates to commemorate and be part of the celebration of the 2020 International Literacy Day on September 8, 2020 in pursuant to UNESCO’s proclamation in 1996.

With the theme “Literacy teaching and learning in the COVID-19 crisis and beyond,” the LCCS collaborates with DepEd’s International Cooperation Office for the said event. Along with USec. Diosdado San Antonio, LCC Chairperson, other key resource persons from the DepEd and the international community are anticipated to share their expertise, in-depth insights and best practices on literacy amidst times of crisis and beyond. Among the expected discussions are the literacy situation of the country, impact of COVID-19 on youth and adult literacy educators, and lessons learned and changes in pedagogies due to COVID-19.

LCC expresses support to DepEd – CI’s Submission and Review of Articles for K.I.T.E. Journal

The LCC would like to express its support to Department of Education – Curriculum and Instruction Strand’s initiative on its call for submission and review of articles for K.I.T.E. (K to 12 Issues and Trends Explored) Journal focusing on preparations and milestones for DepEd’s distance learning implementation through the issuance of DM-CI-2020-00238.

The said memorandum encourages all teaching, non-teaching, teaching-related and personnel from all IC strand bureaus, regional offices, division offices, and schools to submit articles / researches / reports for e-publication in K.I.T.E. (K to 12 Issues and Trends Explored) Journal focusing on preparations and milestones for DepEd’s distance learning implementation.

The select articles for K.I.T.E. is envisioned to feature the legal and theoretical bases; objectives if the initiatives and its correlation to realizing the Sulong EduKalidad; strategies/methods/steps in implementing the advocacy/initiative/innovation; and discussion of the perceived results/outcomes, among others.

LCC Holds a Virtual Workshop on Professional Development for the LCC Secretariat

The Literacy Coordinating Council Secretariat (LCCS), together with other DepEd offices, participated in the Professional Development Workshop with a theme, “Coping with Work-From-Home Arrangement; Effective Interventions”, via Google Meet held on August 25-27, 2020. The three-day webinar aimed to enable the Secretariat staff to improve work quality, performance level, and customer service satisfaction even under alternative work arrangements amidst public health emergencies.

Ms. Aurea Jean A. Abad, Technical Working Group Member, talked about the “Online Engagement and Courtesies”, providing tips for connecteaming the LCC Secretariat in a Work-From-Home (WFH) condition. Meanwhile, Ms. Nancy M. Sustento-Ramores, Center for Reading and Literacy Head of the Philippine Normal University, discussed the “Habits of Mind: Coping Skills”, identifying 16 problem solving, life related skills needed to be understood and applied by an individual to work through real life situations. Finally, Ms. Ma. Cristina M. Gonzales, Freelance Training Specialist, presented the “Work From Home Coping Strategies to Increase Productivity and Avoid Burnout; Strengthening the Resilience Factor in the WFH Individual”, deliberating stress symptoms, effective ways to avoid burnout, empower resilience to move forward, and develop life changing skills a WFH individual should think about and apply while working.

The online activity was participated in by the LCC Secretariat Staff and Technical Working Group; Philippine Normal University; and DepEd Central Office representatives from Indigenous Peoples Education Office (IPsEO), and Teacher Education Council Secretariat (TECS).

LCC Organizes the Workshop on the Development of the 2019 LCC Research Journal on Literacy via Microsoft Teams

The Literacy Coordinating Council (LCC) conducted its first-ever virtual workshop via Microsoft Teams held on August 18-20, 2020. The Workshop on the Development of the 2019 LCC Research Journal on Literacy is a follow-up activity of the Call for Papers on Literacy, as one of the major activities of the 2019 National Literacy Conference (NLC) entitled “Aligning 21st Century Literacies to Industry 4.0 Through Research”, held on October 8-10, 2019 in Iloilo City.

Based on the Republic Act No. 10122, otherwise known as the Literacy Coordinating Council Act, among the powers and functions of the council are to adopt measures to boost research and development work in literacy, and advance the conduct of relevant research studies in aid of policy formulation on literacy. The webinar was conducted to know the importance of research journal to the universalization of literacy in the country; discuss the data requirements in developing the research journal; and evaluate the ten (10) entries orally presented and eight (8) entries exhibited during the 2019 NLC based on the criteria set for feature in the 2019 LCC Research Journal on Literacy.
