PNU conducts the Focus Group Discussion for the Development of the National Literacy Framework (NCR Cluster)

 

The LCC in partnership with one of its Council Members, Philippine Normal University, has an on going Research Study on the Development of the National Literacy Framework. The said study aims to develop a national overarching framework of literacy skills and competencies that will make every Filipino ready and equipped for 21st century living. The framework also aspires to be a basis for policies and reforms in the country’s education system and literacy governance.

On October 16, 2019, Dr. Heidi B. Macahilig, Research Director, along with the LCC Secretariat personnel conducted its first Focus Group Discussion focusing on the NCR Cluster held at Robbinsdale Hotel in Quezon City. The said event was participated in by representatives from various Local Government Units, DepEd Offices, Private Sector, other Government Agencies, and Non-Government Organizations who shared remarkable insights on literacy in the country.

The subsequent FGDs for Clusters Luzon, Visayas and Mindanao are anticipated to take place in Regions II, VII and XI some time in November and December.

Planning Meeting with the Technical Working Group re: 2019 NLC

Last February 27, 2019, the Council Representatives, together with the Technical Working Group discussed plans for the upcoming 2019 National Literacy Conference which will be held in September. The Conference theme, objectives, and indicative program of activities were tackled.

The said conference aims to strengthen, intensify and expand pertinent research initiatives in the country resulting to data-informed, inclusive, and relevant policies on literacy.

 

Professional Development Workshop for the LCC Secretariat

As part of the LCC’s commitment to delivery of excellent service to every client, its Secretariat conducted a “Professional Development Workshop” held on January 8-11, 2019 at DepEd ECOTECH Center, Lahug, Cebu City. Various topics on professionalism, personality development, effective communication skills, and reflection enabled them to apply their learnings and experiences, especially on partnership with colleagues, interested parties, sponsors, among others.

Day 2 Tackles Public-Private Partnerships

Day 2 of the conference was greeted with a low pressure area, rendering a No Classes announcement in all levels in the city of Legazpi. Safe under the roof of the Oriental, the plenary session started at around nine in the morning with Stephanie Orlino of Smart Communications, Inc., Maricel Gray of Globe Telecom Inc., and Maryanne Mendoza of Digibayanihan ASSIST as speakers on the topic Public-Private Partnership for Digital Learrning.

After a short open forum, Council member from the Philippine Information Agency Emelyn Libunao presented the AVP for institutional LCC and the good literacy practices of NLA winner LGUs, the new LCC website, and LCC’s Facebook page.

One of the highlights of the Conference that happened in the afternoon of this day was the awarding of the Hall of Fame to two LGUs, the Municipality of Cuyo, Palawan and the city of Balanga as three-time first place winner in the National Literacy Awards. The trophies were received by Cuyo mayor Andrew Ong and Balanga City Administrator Rodolfo de Mesa, representing Mayor Francis Garcia. Each delivered his acceptance message, thanking LCC for inspiring them to push their programs further through the Awards. Both vowed sustainability of their existing programs and creation of new ones that are deemed beneficial to the community and the population as a whole. The program came to a close at four in the afternoon.
